This plugin allows you to limit how many tags/categories or any other taxonomies for any Custom post type can be added. It is useful for blog with few authors, news portal, etc. You are be able to choose specific rights for specific user roles. The client is the owner of 16 web portals with thousands of articles and dozens of authors.
